1. Organizational Profile
Shanghai Municipal Civil Defense Office (hereinafter referred to as SCDO) was established directly under the Municipal Government in accordance with the Circular of the General Office of the CPC Central Committee and the General Office of the State Council for Issuing the Plan of Shanghai Municipal Peoples Government for Institutional Reform (TZ (2008) No.17). SCDO carries the nameplate of Shanghai Municipal Civil Air Defense Office.
SCDO has established 7 functional divisions including Secretariat, Legislation Division, Command and Communications Division (Emergency Command Division), Engineering Division (Underground Space Management Division), Science & Technology and Publicity & Education Division, Planning and Finance Division, and Organization and Personnel Division. Discipline Inspection and Supervision Body and CPC Committee at the Office have been established according to the relevant provisions. The Audit Office works under one roof with the Supervision Office. SCDO has 5 institutions directly under it: Municipal Civil Defense Supervision and Management Division, Municipal Civil Defense Science Research Institute, Municipal Civil Defense Communication and Information Center, Municipal Civil Defense Special Rescue Center, and Municipal Civil Defense Education and Training Center.

2. Major Responsibilities
(1) To carry out and implement the guidelines, policies, laws, regulations and rules concerning civil defense, civil air defense, and underground space management; To study and draw up the draft local regulations and rules by taking into account the practical situation of Shanghai; To study and develop the relevant normative documents.

(2) To organize the formulation of the overall plan for the civil defense construction; To organize the formulation of the anti-air raid plan for the city; To organize the formulation of the construction plan for civil defense project, civil defense communication alarm and informatization; To be responsible for implementing the standards and norms relating to civil defense, civil air defense and underground space management, and organize the formulation of the relevant local standards, norms and specifications.

(3) To take charge of the construction, operation and management of the basic command post, alternate command post, mobile command post and auxiliary equipment and facilities; To undertake the initiation, routine maintenance and emergency assurance of the Municipalitys alternate command post for emergency response; To be responsible for the planning, coordination, supervision and management on the protection of the important economic targets in the city.

(4) To take charge of the construction and management of the air-raid alarm system in the city; To organize the performance of anti-air raid drill and trial blowing of anti-air raid alarm siren; To be responsible for organizing the relevant departments (units) to establish and improve the mass organization for air defense (professional civil defense team) and provide relevant equipment and training.

(5) To take charge of the construction and management of the use of civil defense project in the city; To be responsible for reviewing the plan and design documents of the civil defense project built in combination with civil architecture; To be responsible for the construction of the specially-funded civil defense project; To be responsible for the safety & quality supervision and management as well as the check & acceptance and record-filing of the completed civil defense project in the city.

(6) To take charge of the overall coordination and management on the development and utilization of the underground space in the city; To cooperate with the relevant departments in the city to organize the formulation of the plan for the comprehensive development and utilization of underground space and the development and utilization of the underground space in key areas; To participate in the review, overall coordination and balancing of the various plans for the development and utilization of underground space; To be responsible for managing the comprehensive development and construction project for the underground space, coordinating efforts in promoting the construction of key project for underground space, and participating in the review of underground space construction project; To be responsible for organizing the construction and management of the underground engineering information system jointly with the relevant departments in the city; To be responsible for coordinating in promoting the development and utilization of underground space in combination with defense build-up in the city; To be responsible for the overall coordination and management over the safe use of the underground space in the city.

(7) To take charge of the construction and management of the special rescue team for civil defense; To be responsible for the establishment and management of civil defense and emergency volunteer team; To undertake the work relating to the emergency rescue for dangerous chemical accident; To participate in the investigation and handling of dangerous chemical accident; To participate in the emergency rescue for the radioactive contamination accident (nuclear chemical terrorist attack incident) as well as serious disastrous accident.

(8) To undertake the work relating to the prevention and fight against natural disaster in the city; To assist in advancing and carrying out the emergency management such as program management, drill organization, material supply, work evaluation and trend analysis of emergency on the city-wide basis.

(9) To lead the efforts in taking charge of the emergency evacuation protection for people; To organize the formulation of the program for evacuation protection of people in response to disastrous accident; To organize, coordinate and direct the construction and management of the venues for the emergency danger evasion and evacuation & settlement of people; To be responsible for organizing the evacuation protection of people.

(10) To take charge of the coordination and management over the protection of the people in the whole city, and the construction and management of civil defense in the community; To organize the communities and units at grass-root level to develop the emergency protection program; To organize people to perform the prevention of and fight against disaster, and emergency drill; To be responsible for the publicity, education and training on civil defense in the city; To undertake the emergency publicity and education on popular science and training on emergency management in the community; To assist in developing the urban public security education.

(11) To coordinate in promoting the scientific and technical research, academic exchange, and major technical brainstorming in terms of civil defense, civil air defense and underground space; To organize the promotion of the construction and management of air defense monitoring network, and civil defense communication network in the city; To cooperate with the relevant departments in the city to organize the promotion of the construction and management of the underground space information network in the city; To be responsible for establishing and improving the informatization platform for civil defense, and promoting the construction of civil defense information system in the city.

(12) To organize, direct, coordinate and implement the administrative law enforcement on civil defense and legal publicity and education on civil defense in the city; To be responsible for the supervision and inspection on administrative law enforcement, administrative reconsideration on civil defense and response to administrative litigation.

(13) To undertake other matters assigned by the Municipal National Defense Mobilization Committee.

(14) To undertake other matters assigned by the Municipal Government.
